I have a few back-ups and always one large external that does everything, and is partitioned in order to allow for Time Machine back-up, and the rest to be available for Mac and Windows, and that is always exFAT. I use both Mac, currently Catalina and also what came before, and Windows 7 and 10. Your comment about formatting exFAT on a Windows machine is interesting I hadn't even thought of that, but I've got Win7 (and even, dare I say it?, Vista) available.

Note: I have a couple of external drives partitioned so that they have Fat32 and NTFS, but this is a waste of space in a couple of ways and must use third-party software on Macs to work with the NTFS files, which most people don't have.
